In the future, personal registrations can be done in the catering and hotel industry as well as in sports facilities, leisure and cultural facilities as well as hospitals and old people’s homes. An amendment to that effect is expected to be passed by the Austrian Parliament on Friday. The police will also be given the authority to check in homes for compliance with quarantine, for example.

The reason given for the registrations is that this data could be necessary for tracing contacts. The rule is limited until the middle of next year. The law allows data to be collected by means of a QR code.

Names and details such as phone number and email address, as well as length of stay, are to be noted. All of this applies only if the person is in the facility or at the event for more than fifteen minutes. The data is to be transmitted to the health authority upon request. Museums, libraries, amusement arcades and swimming pools, for example, are covered. Private areas, gatherings and commerce are excluded. Take-away also remains possible without registration.

Explicit right to enter
The law also stipulates that the public security authorities have the express right to enter the premises. This will enable them, alongside the health authorities, to monitor compliance with segregation obligations, for example.

Jörg Leichtfried, deputy head of the SPÖ, sees this as a massive intrusion into private life, especially since the regulation is unlimited in time and has not been subject to an expert opinion. As far as the registration obligation for homes and hospitals is concerned, Leichtfried asks in a dispatch whether the federal states had been informed and involved beforehand this time.

Finally, provision is made for the Christmas travel restrictions. The travel regulation will no longer be based only on risk states, but on all countries.
